# Admin user seeding

Admin users are seeded separately from authority rules. An admin can manage users. An admin cannot settle a claim unless an authority rule says so.

## Steps

1. Seed the authority rules in [Authority rule seeding](/claims/domain-rules/authority-rule-seeding/).
2. Create the admin identity.
3. Confirm the admin has no settlement authority unless a rule grants it.

## After seeding

Sign in as the admin and open a claim above every threshold. The correct result is a referral, not a payment.
