Adjudication answers two questions in order: is the claim covered, and is this person allowed to settle it for this amount?

## Settled decisions

- Authority is data, seeded and versioned, not a hard-coded role name.
- A referral is a successful outcome when the amount is above the role.
- The claim file links to [Context DMS](/dms/) evidence instead of pasting it.
