The case opens when intake says the submission is complete enough to review. It does not open on a partial pack unless a waiver is recorded.

## Case contents

- The submission identity from PorterIQ.
- Document links into [Context DMS](/dms/domain-rules/documents/), not copies.
- The decision, the referral, or the decline, each with a reason.
