The engine reads the seeded rules and the user’s role at the moment of the decision. It does not cache a “yes” from an earlier amount.

Evaluation

1. Load the rule in force on the decision date.
2. Compare the settlement amount with the role threshold.
3. Record the rule identity on the claim, so the decision can be explained later.
